I received information from the Embassy of the Republic of China regarding a scholarship on offer for 2012/2013. Details are as follow:
Scholarships are two types: reciprocal and unilateral.
Candidates may apply for a bachelor's degree at any Chinese institution admitting international students. They have adopted an online application system hence applicants are required to log on the CSC's online application website (http://laihua.csc.edu.cn) to go through the online procedures.
